Meeting Minutes
May 19, 2010
The Oconee County Local Emergency Planning Committee (LEPC) quarterly meeting was held on May 19, 2010 at 12:00 pm in the EOC Meeting Room.
Members of the press were notified by email.

CALL TO ORDER
Bob Winchester, Chair, called the meeting to order at 12:40 p.m. Mr. Winchester thanked the Joint Regional Sewer Commission and HAZMAT for providing the meal. A sponsor is needed for the next meal.
APPROVE MINUTES
A motion was made by Ronnie Williams to approve the minutes; motion carried.
STEERING COMMITTEE REPORT
The $25,000 requested in the budget for fiscal year 2010-2011 for LEPC activities was denied by County Council. Bob Winchester appealed the decision and was denied again. The majority of the County Council members think that Solid Waste can handle everything that is turned in at the Household Hazardous Waste Collection Day and that there is no need for Oconee County to sponsor one. In the process of doing research on the LEPC as background information for the County Council, Bob Winchester discovered that there is not an ordinance that creates the LEPC on file with the County.
Ronnie Williams made a motion to have the Steering Committee write the State Attorney General for an opinion on what the County’s legal responsibility is with respect to the LEPC; motion carried.
Stan Saski suggested that a workshop to be held to educate the County Council on what the LEPC does.
Tony Garland made a motion that the LEPC form a committee to develop a presentation to educate the County Council about the LEPC; motion carried. David Hall suggested that the committee have letters of support from the local industry and the attorney general’s opinion in hand before going to the council. Bob Winchester will be in charge of the committee and the chair and vice-chair of each sub-committee will form the group responsible for the presentation.
HAZMAT UPDATE
The HAZMAT Team responded to four calls since the last meeting. This included a fire at Ulbrich and polyurethane found in Lake Hartwell. They participated in a drill with the Joint Regional Sewer Commission on April 17. They are currently working on a rewrite of the emergency decontamination procedures. They are also working on organizing the HAZMAT trailer. Team members will be participating in the emergency worker decontamination at Oakway Middle School on June 10, 2010 at 6:00 p.m.
DIRECTOR’S UPDATE
- We have not gotten any information on the Hazardous Materials Emergency Preparedness (HMEP) grant yet.
- The new Administrator for Oconee County will be starting on June 1. It would be a good idea to complete the presentation about the LEPC and include the Administrator in the workshop.
- This year Tier II reports are being recorded on line in EPLAN by the reporting facilities. The HAZMAT team and fire departments will have access to this information through the web. We are working on a power point presentation on how to do EPLAN on line. It will be emailed to all members of the LEPC when it is complete.
SUB-COMMITTEE WORKGROUP BREAKDOWN
The Sub-Committee Workgroup Breakdown was suspended due to lack of time.

NEW BUSINESS
The next meeting will be on August 18, 2010. The Steering Committee meeting will be on August 10, 2010.
